What this document is
Resolution 25-2101A, adopted June 25, 2025, authorises the City Manager to execute a pharmacy benefit management service contract with Health Care Service Corporation dba Blue Cross Blue Shield (resolution). The catalogue already holds file 25-1596A, the June 11 item that was pulled from the agenda; this record adds the resolution the Council actually adopted two weeks later.
What it does tell us
The resolution authorises a contract "for pharmacy benefit management services for the Department of Human Resources for a term of three years, with two one-year renewal options, in an amount not to exceed $2,221,440.00", identifies vendor number VC15283, and directs disbursement from Service Contract No. PER-2024-00025994 (physical page 1). The June 25, 2025 council agenda records the same item as number 53, describing Health Care Service Corporation as "most advantageous proposer of ten" and financing from the Employee Health Benefits Fund subject to annual appropriations (agenda, physical page 21). A June 10, 2025 committee memorandum reports the finalized proposal scores for the pharmacy solicitation: Blue Cross Blue Shield of Texas 87.76, UnitedHealth Care Services 83.57, WellDyneRx 70.76, CaremarkPCS Health 69.56, Employers Health Coalition 66.99 and Capital Rx 60.75, and notes that ten proposals were received and six were released for evaluation (memorandum, physical pages 1-2).
Why it cannot be scored
An authorising resolution and its agenda entry contain no definitions, reimbursement terms, rebate ownership, audit rights or remedies, so no rubric score, clause finding or council verdict is assigned. The amount not to exceed is an appropriation ceiling for administrative fees, not a price schedule.

The executed contract under PER-2024-00025994, its pharmacy pricing and rebate exhibits, any signed renewal options, and the effective dates of the executed term.
