McKinney: how the CVS Caremark selection was made
What this document is
The September 2, 2025 City Council work session minutes include, as Appendix A, the benefits provider selection presentation for RFP 25-34RFP (minutes). The catalogue already holds resolution file 25-3125, the award item itself; this record adds the selection record behind it.
What it does tell us
The minutes state that the RFP was conducted by HUB International on the City's behalf and that the pharmacy benefit finalists were Aetna, Cigna / Express Scripts as incumbent, Employers Health / CVS Caremark as highest scored, and Health Action Council / CVS Caremark, with 22 total vendors responding and finalist interviews in July 2025 (physical pages 3-4). The results table records the award of medical third-party administration and dental to Cigna, the pharmacy benefit to CVS / Caremark through Employer's Health, vision to CEC Vision and the employee assistance program to Neely EAP, with a three-year rate guarantee for the pharmacy benefit and a five-year guarantee for vision and the employee assistance program; the timeline shows award in September 2025, implementation from October to December 2025, open enrollment in October 2025 and go-live with new plans in January 2026 (physical page 5). The City's 2026 benefits summary independently confirms that "Prescription drug coverage is administered by CVS Caremark" for the 2026 plan year (2026 benefits summary, physical page 1).
Why it cannot be scored
A selection presentation and member-facing summary contain no contract language, pricing schedule, rebate terms or audit rights, so no score, clause finding or council verdict is assigned. The stated 22 vendor responses differ from the 24 proposals described in the council item for file 25-3125; both figures are recorded as their sources state them, and neither is reconciled here.
Evidence still needed
The executed CaremarkPCS Health agreement or coalition participation agreement, its pharmacy pricing, administrative fee and rebate exhibits, and the terms of the three-year rate guarantee. The City's award notices page did not list an award notice or contract document for 25-34RFP when it was checked on September 11, 2026 (award notices); this is an absence of a located public record, not evidence that no contract exists. No public information request has been sent.
