This is a one page City of McKinney resolution, filed as 25-3125 and passed September 2, 2025, authorizing the city manager to execute contracts with four benefits vendors, including "Caremark PCS Health L.L.C. of Woonsocket, RI for pharmacy benefits management" (page 1). What it does tell us

The resolution bundles the city's employee benefits procurement. Cigna Health and Life Insurance of Bloomfield, Connecticut is named for medical third party administration and dental benefits, CaremarkPCS Health, L.L.C. for pharmacy benefits management, Community Eye Care, LLC of Charlotte, North Carolina for vision benefits, and Neely EAP, PLLC of Helotes, Texas for the employee assistance program (page 1). The council found that "the City has received a best value proposal" from each (page 1). Section 1 authorizes the city manager to execute the contracts and Section 2 makes the resolution effective on passage.

That is the whole document. It states no dollar amount, no term length, no start date, no renewal options and no solicitation number. Of the eleven documents in this group, it is the thinnest. It does confirm one useful thing: McKinney buys pharmacy benefits under a separate contract with a pharmacy benefit manager rather than through its medical carrier, which means there is a standalone agreement with CaremarkPCS Health to request, and that agreement should stand on its own rather than being buried in a medical administrative services agreement.

Why it cannot be scored

An authorization to sign is not the thing signed. The pharmacy benefits management agreement with CaremarkPCS Health, its fee schedule, rebate terms, pricing guarantees, audit and termination clauses are all absent, and the resolution gives no figure or date we could check against them. Our checklist has nothing to read. Our catalogue entry leaves the effective dates blank for the same reason.

A McKinney resident can ask the city secretary under the Texas Public Information Act for the executed pharmacy benefits management agreement with CaremarkPCS Health, L.L.C. authorized by resolution 25-3125 on September 2, 2025, including all exhibits, pricing and rebate schedules and performance guarantees, along with the request for proposals, CaremarkPCS's proposal, and the staff report presented with the item. The signed resolution with its final number would help too, since the posted copy is unsigned and undated beyond the meeting date.
