Catalogue note: City of Mesquite public-record package
What this document is
This City of Mesquite source package combines RFP 2025-133, “Additional Pharmacy Services,” with the October 18, 2021 council authorization under RFP 2021-105 for medical and pharmacy administrative services. They are different procurement events, retained together to make their roles and dates explicit (Mesquite RFP 2025-133; October 18, 2021 Mesquite award authorization).
The 2025 document is a solicitation that includes an unexecuted standard contract form. Its proposed period beginning July 1, 2025 is a requested start, not evidence that a resulting agreement was signed or an award made (Mesquite RFP 2025-133).
What it does tell us
The 2025 RFP states that the City uses “Prime” as its current Pharmacy Benefit Administrator and offers its self-funded medical plan through BlueCross BlueShield. “Prime” is the name given in this historical solicitation; this package does not expand it into a verified legal counterparty or carry that incumbency forward as a present-day award determination (Mesquite RFP 2025-133).
The solicitation describes a voluntary prescription benefit intended to integrate with the existing PBM, including US retail, US mail order, international mail order/personal importation and 340B fulfillment options. Those are requested services and intended features, not a finding that every proposed option was implemented (Mesquite RFP 2025-133).
The 2021 authorization identifies Blue Cross and Blue Shield of Texas and authorizes the City Manager to finalize and execute the administrator services agreement for the January 1, 2022 through December 31, 2026 window. It describes a one-year term with four additional one-year renewal options; this source alone does not verify that all options were exercised (October 18, 2021 Mesquite award authorization).
Why it cannot be scored
The two sources establish a solicitation and an earlier award authorization, not the resulting executed agreements with all negotiated pricing exhibits. The blank standard form is not a signed vendor promise, and neither a proposed service description nor authorization to execute can substitute for actual agreed rebate, discount, audit and remedy provisions (Mesquite RFP 2025-133; October 18, 2021 Mesquite award authorization).
