What this document is
The 36-page 2026–2027 employee guide describes medical coverage through UMR and prescription benefits through UMR/OptumRx (City benefits guide). This is member-facing benefits information, not an executed PBM agreement.
What it does tell us
The guide identifies the prescription-benefit provider and describes the plan-year benefits; its October plan-year reset should not be mistaken for the term of the City's vendor contract (benefits guide). Provider names are recorded at the guide's stated time period, not as proof of every underlying subcontract.
Why it cannot be scored
The guide does not provide the complete contractual definitions, rebate and fee arrangements, audit rights, or enforceable remedies necessary for a contract-level assessment (benefits guide). Evidence still needed
