Fort Worth: the signed OptumRx renewal that carries 2024 pricing

What this document is

City Secretary Contract 59500-A1R1 is a six-page signed "Amendment I and Renewal I" to the City's OptumRx Participation Agreement, dated effective January 1, 2024 and posted in the City Secretary's document viewer (viewer record). The existing catalogue entry for this relationship rests on the M&C 22-0551 award and the M&C 25-0358 extension; this record adds the signed instrument and its pricing exhibit.

What it does tell us

The amendment renews the January 1, 2023 Participation Agreement for the 2024 Renewal Term of January 1, 2024 through December 31, 2024, with automatic successive twelve-month renewals absent ninety days' written notice, and it replaces Section B (Pricing) of Exhibit E-1 (physical pages 1-2). It references an Amended and Restated Master Coalition Prescription Drug Benefit Administration Agreement dated January 1, 2024 with Marsh & McLennan Agency LLC dba East Region as Coalition. The attached Exhibit E-1 pricing model for term 01/01/2024-12/31/2024 states base administrative fees of $0.00 per net paid claim, paper claim fees of $2.50, a $1.00 per net paid claim Coalition service fee, retail 30 discounts of AWP minus 20.50% brand and AWP minus 86.50% generic with a $0.45 dispensing fee, Walgreens 90 saver plus and mail at AWP minus 26.80% brand and AWP minus 88.80% generic with no dispensing fee, specialty exclusive at AWP minus 21.70% brand, AWP minus 66.40% generic and AWP minus 16.40% limited distribution, and premium formulary minimum rebates of $340.00 retail 30, $1,000.00 for 90-day and mail, and $3,250.00 fixed for specialty per net paid brand claim (physical page 3). It is signed by the Assistant City Manager on March 22, 2024 and by OptumRx on March 19, 2024, with contract authorization M&C 22-0551 (physical page 3).

Why it cannot be scored

This is a renewal instrument for a single 2024 term, not the base Participation Agreement or the master coalition agreement it incorporates, so its terms cannot stand in for the full arrangement. No score, clause finding or council verdict is assigned.

Evidence still needed

The January 1, 2023 base Participation Agreement, the Amended and Restated Master Coalition agreement dated January 1, 2024, any Amendment II or later renewals, and the pricing exhibits for terms after December 31, 2024. Because Fort Worth moved to Rightway effective January 1, 2026, this record is historical and is not evidence of current pricing (executed 2026 agreement).
